Comcast, Cablevision, Verizon, Time Warner Cable and other Internet service providers in the United States will soon launch new programs to police their networks in an effort to catch digital pirates and stop illegal file-sharing. Major ISPs announced last summer that they had agreed to take new measures in an effort to prevent subscribers from illegally downloading copyrighted material, but the specifics surrounding the imminent antipiracy measures were not made available. Now, RIAA chief executive Cary Sherman has said that ISPs are ready to begin their efforts to curtail illegal movie, music and software downloads on July 12th. Read on for more.

“Each ISP has to develop their infrastructure for automating the system,” Sherman said during a talk at the annual Association of American Publishers meeting, according to CNET. Measures will also be taken to establish databases “so they can keep track of repeat infringers, so they know that this is the first notice or the third notice. Every ISP has to do it differently depending on the architecture of its particular network. Some are nearing completion and others are a little further from completion.”

Customers found to be illegally downloading copyrighted material will first receive one or two notifications from their ISPs, essentially stating that they have been caught. If the illegal downloads continue, subscribers will receive a new notice requesting acknowledgement that the notice has been received. Subsequent offenses can then result in bandwidth throttling and even service suspension.

The news comes shortly after the closure of file-sharing giant Megaupload and increased pressure on other networks thought to be major hubs for the illegal distribution of copyrighted materials. Some studies show that these measures have had no impact on piracy, however, so organizations like the RIAA have been lobbying for ISPs to intervene and develop systems that will allow them to police their networks and directly address subscribers who illegally download copyrighted content.

Verizon Wireless announced Friday that it plans to acquire 122 advanced wireless services (AWS) spectrum licenses from SpectrumCo, a joint venture formed by Comcast, Time Warner and Bright House Networks, for $3.6 billion. The spectrum covers 259 million POPs. Comcast owns 63.6% of SpectrumCo and will take home $2.3 billion from the spectrum sale, Time Warner owns 31.2% of the company and expects to receive about $1.1 billion, and Bright House Networks will make roughly $189 million on the deal. As part of the agreement, Comcast, Time Warner and Bright House Networks will eventually have the option to sell Verizon Wireless service through wholesale channels. Read on for more.

“These agreements, together with our Wi-Fi plans, enable us to execute a comprehensive, long-term wireless strategy and expand our focus on providing mobility to our Xfinity services,” Comcast President Neil Smit said.

Verizon Wireless will use the added spectrum to build out its LTE network. “Spectrum is the raw material on which wireless networks are built, and buying the AWS spectrum now solidifies our network leadership into the future, and will enable us to bring even better 4G LTE products and services to our customers,” Verizon Wireless President and CEO Dan Mead said.

The deal is still subject to approval by the FCC, and the companies’ joint press release follows below.

Comcast, Time Warner Cable, and Bright House Networks Sell Advanced Wireless Spectrum to Verizon Wireless for $3.6 Billion

The Companies Also Announce Commercial Agreements That Will Deliver Mobile Products to Consumers

PHILADELPHIA, BASKING RIDGE, N.J., NEW YORK and ORLANDO, Fla., Dec. 2, 2011 /PRNewswire/ – SpectrumCo, LLC, a joint venture between Comcast Corporation, Time Warner Cable, and Bright House Networks, today announced it has entered into an agreement pursuant to which Verizon Wireless will acquire its 122 Advanced Wireless Services spectrum licenses covering 259 million POPs for $3.6 billion. Comcast owns 63.6% of SpectrumCo and will receive approximately $2.3 billion from the sale. Time Warner Cable owns 31.2% of SpectrumCo and will receive approximately $1.1 billion. Bright House Networks owns 5.3% of SpectrumCo and will receive approximately $189 million.

The agreement comes at a time when consumer demand for wireless services and bandwidth is increasing rapidly. This sale of spectrum is an important step toward ensuring that the needs and desires of consumers for additional mobile services will not be thwarted by the current spectrum shortage. While government action to free more spectrum is expected, this transaction ensures that the spectrum which is already available for mobile services is used effectively to serve customers.

The companies also announced that they have entered into several agreements, providing for the sale of various products and services. Through these agreements, the cable companies, on the one hand, and Verizon Wireless, on the other, will become agents to sell one another’s products and, over time, the cable companies will have the option of selling Verizon Wireless’ service on a wholesale basis. Additionally, the cable companies and Verizon Wireless have formed an innovation technology joint venture for the development of technology to better integrate wireline and wireless products and services.

Neil Smit, President of Comcast Cable, said, “These agreements, together with our Wi-Fi plans, enable us to execute a comprehensive, long-term wireless strategy and expand our focus on providing mobility to our Xfinity services. We’re excited about this partnership with Verizon Wireless and the future innovations we will bring to consumers.”

Dan Mead, President and CEO of Verizon Wireless, said, “Americans deserve excellence from a wireless service provider, and innovative wireless companies plan ahead in order to deliver on that expectation. Spectrum is the raw material on which wireless networks are built, and buying the AWS spectrum now solidifies our network leadership into the future, and will enable us to bring even better 4G LTE products and services to our customers. American businesses and consumers can have confidence that the best wireless network has the foundational resources to deliver on that promise.”

Time Warner Cable President and Chief Operating Officer Rob Marcus said, “We’re excited to be able to offer the nation’s best wireless services to our customers and to have Verizon Wireless as a sales channel for our superb wireline services. We’re also pleased to have obtained an attractive price for the spectrum we’re selling.”

Bright House Networks CEO Steve Miron added, “We are always looking for ways to provide new and exciting product offerings for our customers. We look forward to working with our partners through these agreements toward achieving that end goal to add additional value for our customers.”

SpectrumCo’s sale and transfer of its advanced wireless spectrum to Verizon Wireless is subject to approval by the Federal Communications Commission and review under the Hart-Scott Rodino Act and other customary conditions.

Microsoft on Wednesday announced a number of new content partners that will deliver movies, television shows and other content to its popular Xbox 360 video game and home entertainment console. New partners include Bravo, Comcast, HBO GO, Verizon FiOS, BBC and Syfy, and the content will be available in the U.S. and a number of additional countries. ”Today’s announcement is a major step toward realizing our vision to bring you all the entertainment you want, shared with the people you care about, made easy,” reads a statement from Don Mattrick, president of the Interactive Entertainment Business at Microsoft. “Combining the world’s leading TV and entertainment providers with the power of Kinect for Xbox 360 and the intelligence of Bing voice search will make TV and entertainment more personal, social and effortless.” Microsoft’s Xbox is quickly expanding beyond the gaming genre that made it popular, into new areas that could make it a go-to home entertainment hub for entire families rather than just gamers. Microsoft’s full press release follows below.

Xbox 360 Teams Up With Entertainment Leaders to Transform TV

AT&T, BBC, Comcast, HBO, Rogers, Telefónica, Televisa and Verizon are among providers rolling out new TV entertainment services on Xbox LIVE.

REDMOND, Wash. — Oct. 5, 2011 — A new era in television begins this holiday where your entertainment becomes instantly searchable, easily discoverable and enjoyable in extraordinary new ways from a single device — Xbox 360. Today, Microsoft Corp. announced plans to roll out the next generation of TV entertainment on Xbox LIVE, the online entertainment service for Xbox 360. Nearly 40 world-leading TV and entertainment providers, including Bravo, Comcast, HBO GO, Verizon FiOS and Syfy in the U.S.; BBC in the U.K., Telefónica in Spain; Rogers On Demand in Canada; Televisa in Mexico; ZDF in Germany; and MediaSet in Italy, will begin rolling out entertainment services to the console this holiday, in more than 20 countries.

“Today’s announcement is a major step toward realizing our vision to bring you all the entertainment you want, shared with the people you care about, made easy,” said Don Mattrick, president of the Interactive Entertainment Business at Microsoft. “Combining the world’s leading TV and entertainment providers with the power of Kinect for Xbox 360* and the intelligence of Bing voice search will make TV and entertainment more personal, social and effortless.”

“We are continually evolving the television experience to bring Xfinity TV subscribers more personalized ways to search, find and watch the content they love,” said Sam Schwartz, president of Comcast Converged Products. “Our recently launched next-generation Xfinity TV platform is enabling us to bring Xfinity On Demand to a gaming console for the first time, and Kinect’s voice and gesture controls will offer our customers an innovative way to discover and enjoy Xfinity On Demand’s huge library of top shows and movies.”

Live and On-Demand TV, Movies, Games, Sports, Music and More

Xbox 360 brings all your entertainment, friends and family together in one place. Now, easily switch from playing your favorite game with a friend out of state or even across the world to watching your favorite TV show with your family members on the same couch, all through Xbox LIVE. Ready to mix things up? Effortlessly switch from games to music to live TV and more, simply by telling your Xbox what you want to experience.

“Microsoft and Verizon share a common vision to transform the ways people enjoy and interact with the entertainment they want — what Verizon calls the borderless lifestyle,” said Eric Bruno, vice president of consumer and mass business product management for Verizon. “FiOS TV on the Xbox 360 is an excellent example of how we’re working with market leaders to erase old technology borders to expand the FiOS TV experience and taking advantage of unique new features including voice- and gesture-control of live TV entertainment via Kinect. This holiday, Verizon will bring a selection of popular live TV channels to Xbox 360 and will be a leader in delivering live, multichannel streaming HD TV, integrated with Kinect, via Xbox.”

Xbox 360 is the first console to offer access to the world’s greatest TV properties, including BBC, Channel 4, Channel 5 and LOVEFiLM in the U.K.; Antena 3, RTVE and Telefónica in Spain; Televisa in Mexico; and Bravo, Comcast’s Xfinity On Demand service, Crackle, EPIX, Syfy, TMZ, “The Today Show,” UFC, Verizon FiOS and HBO GO in the United States.

“We have been thrilled with the success of HBO GO. Our ongoing goal is to deliver HBO’s acclaimed programming to our subscribers wherever and whenever they want it, and this relationship with Microsoft is another huge step in accomplishing just that,” said Bernadette Aulestia, senior vice president, Domestic Network Distribution & Marketing, HBO. “HBO GO on Xbox is also a marriage of two pre-eminent brands — both with a reputation for delivering the highest quality of entertainment.”

These new TV and video providers announced today join our existing lineup of great TV and video entertainment partners already on Xbox 360 — AT&T, Netflix and Hulu+ in the U.S., TELUS in Canada, BSkyB in the U.K., Canal+ in France, Vodafone Portugal, VimpelCom in Russia, and FOXTEL in Australia.

“Nearly a year ago, AT&T U-verse became the first TV provider in the U.S. to launch live TV on Xbox 360. Now we look forward to working with Microsoft to deliver even more innovative features that will allow U-verse TV customers to use voice and gesture controls to manage their TV experience,” said Jeff Weber, vice president of video services, AT&T Mobility and Consumer Markets. “Through our Microsoft partnership, AT&T U-verse TV has been a leader in delivering a multiscreen and interactive TV experience that offers customers more personalization, more control and more integration across devices, all on the industry’s only 100 percent IPTV platform.”

Sports aren’t just a game on Xbox 360. With live and on-demand content from ESPN in the U.S., UFC in the U.S. and Canada, GolTV in Spain and Maple Leaf Sports & Entertainment/Real Sports in Canada, Xbox 360 completely changes how sports fans experience and interact with their favorite pastimes. The all-new ESPN on Xbox LIVE features thousands of live events and video highlights with enhanced personalization features, split-screen viewing and an updated interface content guide that makes it easy for fans to find the highlights from the teams and sports they care most about. UFC on Xbox LIVE gives fans access to live pre-event videos, a catalog of on-demand video, an Interactive Fight Card and pay-per-view events in stunning HD all together in one place. The energy of the Octagon is coming right into the living room.

In addition to adding the world’s largest TV providers and the best names in sports, the biggest names in Web video, news and music are also coming to Xbox 360, including AlloCiné, Dailymotion, iHeartRadio, MSN with MSNBC.com, “The Today Show,” TMZ, VEVO and YouTube. Whether catching up on the Web’s latest viral videos, watching breaking news, sports and weather, listening to your favorite music, or sitting down to enjoy your favorite games, movies or TV shows — no other entertainment device brings it all together in one place like Xbox 360.

Xbox Entertainment — Personal, Effortless, Social

With Kinect for Xbox 360, there are no remotes, no buttons, no worries. Consumers will prefer to experience entertainment on Xbox 360 because it allows them to easily search and discover content across multiple entertainment providers within Xbox LIVE and interact and enjoy that content in extraordinary new ways. Gone are the days of managing a handful of remote controls, trying to remember what movies are available from what service, and hunting back and forth across television inputs. Using voice search with Bing on Xbox, easily look across a variety of branded services and play the programming you want without ever raising a finger. Having trouble finding last night’s episode of “The Office”? It’s now only a voice command away. Just say “Xbox, Bing, ‘The Office,’ ” and Xbox finds it.

Not only is entertainment effortless on Xbox 360, it is more social and personal. Everything in Xbox has been designed to share with friends. Share recommendations, and show the Xbox LIVE community what games you’re playing, movies you’re watching and music you’re listening to, as well as invite them to join in — even post your game achievements and info about your favorite movies directly to your Facebook wall from Xbox LIVE. It’s simple: With your social network along for the ride, the world’s leading content providers and the magic of Kinect, entertainment experiences are better on Xbox LIVE.

4G is a hot topic here on BGR and as such, we’ve likely become more numb than we should when it comes to advertised data speeds. According to a study recently conducted by the Federal Communications Commission, major broadband Internet service provides in the U.S. deliver data speeds that are generally between 80% and 90% of the speeds they advertise. The Associated Press reports that the FCC’s study measured data speeds delivered to thousands of U.S. broadband subscribers this past March from 13 of the nation’s top ISPs including Time Warner, Comcast, AT&T and Verizon. The three most popular wired broadband technologies were covered by the study — DSL, cable and fiber — and data rates were said to have been close to the advertised speeds during both peak and off-peak times. The AP notes that the FCC’s study didn’t delve into speeds delivered by wireless data services, which is a study we would love to see.

AT&T, Cablevision, Comcast, Time Warner Cable, and Verizon have reached an agreement with music and movie publishers that will help enforce copyright infringement while giving the ISPs a chance to level with their customers. According to Ars Technica, copyright owners will continue to scour the dark corners of the net looking for anyone downloading and illegally sharing their content. If an IP is found to be downloading or sharing illegal content — likely via P2P networks — the music and movie companies will alert the ISP directly. ISP’s will then send a note to the offending customer, without passing off private information unless there is a court order to do so. Users may get up to four alerts from the ISP, but after that the ISP can choose to start implementing “temporary reductions of Internet speeds, redirection to a landing page until the subscriber contacts the ISP to discuss the matter or reviews and responds to some educational information about copyright, or other measures that the ISP may deem necessary to help resolve the matter.” If a user believes he or she has been targeted without merit, an appeals process can be started for a $35 fee but, as Ars Technica notes, it’s unclear who will be the judge in that process. Read on for the full details on the six strikes.

First Alert: In response to a notice from a copyright owner, an ISP will send an online alert to a subscriber, such as an email, notifying the subscriber that his/her account may have been misused for content theft, that content theft is illegal and a violation of published policies, and that consequences could result from any such conduct. This first alert will also direct the subscriber to educational resources which will (i) help him/her to check the security of his/her computer and any Wifi network, (ii) provide explanatory steps which will help to avoid content theft in the future and (iii) provide information about the abundant sources of lawful music, film and TV content.

Second Alert: If the alleged activity persists despite the receipt of the first alert, the subscriber may get a second similar alert that will underscore the educational messages, or the ISP may in its discretion proceed to the next alert.

Third Alert: If the subscribers account again appears to have been used for content theft, he/she will receive another alert, much like the initial alerts. However, this alert will provide a conspicuous mechanism (a click-through pop-up notice, landing page, or similar mechanism) asking the subscriber to acknowledge receipt of this alert. This is designed to ensure that the subscriber is aware of the third copyright alert and reminds the subscriber that content theft conducted through their account could lead to consequences under the law and published policies.

Fourth Alert: If the subscribers account again appears to have been used for content theft, the subscriber will receive yet another alert that again requires the subscriber to acknowledge receipt.

Fifth Alert: If the subscribers account again appears to have been used for content theft, the ISP will send yet another alert. At this time, the ISP may take one of several steps, specified in its published policies, reasonably calculated to stop future content theft. These steps, referred to as Mitigation Measures, may include, for example: temporary reductions of Internet speeds, redirection to a landing page until the subscriber contacts the ISP to discuss the matter or reviews and responds to some educational information about copyright, or other measures that the ISP may deem necessary to help resolve the matter. ISPs are not obligated to impose any Mitigation Measure which would disable or be reasonably likely to disable the subscribers voice telephone service (including the ability to call 911), e-mail account, or any security or health service (such as home security or medical monitoring). The use of the mitigation measure is waivable by the ISP at this point.

Sixth Alert: Whether or not the ISP has previously waived the Mitigation Measure, if the subscribers account again appears to have been used for content theft, the ISP will send another alert and will implement a Mitigation Measure as described above. As described above, it’s likely that very few subscribers who after having received multiple alerts, will persist (or allow others to persist) in the content theft.

Motorola Mobility announced the Televation on Monday, a new device that plugs into a Wi-Fi router and uses your home network to stream live television to connected IP devices. Hit the jump for the full press release.

Motorola Mobility Introduces Live Streaming Device For All the Other Screens in the Home

The new Motorola Televation™ product securely streams subscription TV to IP devices connected to the home Wi-Fi network

CHICAGO, Ill – June 13, 2011 – Motorola Mobility Inc. (NYSE: MMI) today announced the availability of Motorola Televation™, a broadband device that works with a Wi-Fi router to allow consumers to watch live TV on a connected IP device anywhere around the home, whether they are preparing food in the kitchen or relaxing in the backyard.

According to Motorola’s 2010 Media Engagement Barometer research, Americans watch an average of 21 hours of video content a week and about 86 percent pay for TV service. Furthermore, in May 2011, Motorola conducted focus groups with consumers in the New York and Los Angeles metro markets. In many cases, consumers liked the idea of watching live TV somewhere other than a traditional family room and felt it would allow them to spend more time with loved ones if they had the ability to watch different programs in the same room.

“Consumers love entertainment, and want easy access to TV no matter where they are in the home. Coupled with the explosive popularity of tablet devices, this represents a terrific opportunity for MSOs to increase customer satisfaction while generating new revenue,” said John Burke, senior vice president and general manager, Converged Experiences, Motorola Mobility. “Televation gives our customers the ability to launch a new service that puts innovation back into TV, enabling their subscribers to enjoy TV beyond the TV.”

Televation employs a 1GHz digital tuner and CableCard to access broadcast TV channels directly from a coax outlet. The device has a high-performance transcoder that translates programming in real-time from MPEG-2 to MPEG-4, as well as changing resolution and bit rate to match the capabilities of the consumer’s viewing device while maintaining excellent picture quality. The device has an Ethernet jack to plug directly into the home Wi-Fi router so the TV show can be wirelessly streamed over IP to any device connected to the home network. To keep the programming secure while it is being streamed, and to preserve the digital rights associated with the program, Televation utilizes Motorola’s SecureMedia IPRM-HN technology. IPRM-HN has been approved by both CableLabs and the DTLA (Digital Transmission Licensing Administrator), giving content owners peace of mind that their valuable asset remains safe.

Motorola provides Software Development Kits (SDKs) for both Android and iOS development environments, so customers can easily develop client applications that enable the subscriber to navigate, discover and select the show they want to watch. Motorola also provides a reference client application for tablet devices that can be easily branded, giving customers an alternative to developing their own application. Motorola worked closely with engineers at Comcast Innovation Labs to develop Televation.

“Motorola shares our focus on developing innovative consumer entertainment experiences, and we’re pleased to have been able to work with them on Televation,” said Tony Werner, executive vice president and chief technology officer for Comcast. “As the digital home continues to evolve, Televation is one of many tools that MSOs can use to give consumers a more portable TV experience in the home so they can watch anytime and anywhere.”

As the developer of the Motorola XOOM™, the award winning tablet powered by Android, and Televation, Motorola is uniquely positioned to provide converged experiences that empower people to enjoy their favorite content where and when they want. Televation will be showcased at the 2011 Cable Show in Motorola’s booth #609 and in the Comcast booth #1201, June 14-16, in Chicago, IL.

Reports have begun sprouting up all over the Internet claiming that Comcast, and a handful of other ISPs, are blocking access to torrent treasure trove, The Pirate Bay. Being a Comcast customer here in Boston, I thought it might be a good time to test the reports. My findings: yup, they’re definitely blocking it. Attempts to navigate to thepiratebay.org result in a timeout error — I even switched DNS servers to make sure it wasn’t a name-server record error causing the behavior. After firing up my trusty VPN client and initiating a session, connectivity to the site was immediately restored. Comcast now has more impetus to bar connections to the torrent index — its merger with NBC Universal means that the ISP owns content that is potentially being shared illegally — but the blocking of sites that do not further a corporation’s interests is a very slippery slope. I’ve reached out to Comcast for comment and will report back with any additional information provided. Anyone else seeing this behavior? If so, drop us a comment and let us know where you are and what ISP you’re using.

UPDATE: Comcast has issued the following statement to BGR: “We’re not blocking PirateBay [The Pirate Bay] and reports online indicate users from several ISPs around the world are affected. We have FAQs about our network management practices available here.”

“Comcast has a series of upcoming online enhancements and app releases that are part of a much larger effort to reinvent how customers interact with their entertainment on TV, online and on mobile devices.”
Play Now Capability on Xfinity TV iPad App

Comcast plans to roll out its new play now feature, which will enable customers using the popular Xfinity TV iPad app to watch nearly 3,000 hours of On Demand content, including popular movies and hit TV shows, either in the home or on-the-go, including anywhere there is a wireless connection. The initial selection of programs and movies is just the beginning. Comcast plans to bring thousands of additional choices to the iPad in the weeks and months ahead and to add the same functionality and content to Android powered devices later this year.

Comcast’s Xfinity TV app functions as a television guide, remote control and mobile video player all in one. With it, customers can change TV channels, easily search and browse through their TV and On Demand listings, and program their DVRs. Future releases of the app will include seamless access to social networking sites so customers can share what they’re watching with their friends in real time, as well as a ‘MyTV’ feature that gives customers the ability to send and receive personal recommendations with friends on what to watch.

“Live streaming and the play now feature on our Xfinity TV app are two important pieces of our strategy to deliver any content to any device, any time,” said Brian L. Roberts, Chairman & CEO of Comcast Corporation. “Comcast has a series of upcoming online enhancements and app releases that are part of a much larger effort to reinvent how customers interact with their entertainment on TV, online and on mobile devices.”

Changing Channels on a Television Set from a Computer on Xfinity TV Online

Comcast has also launched a new feature that enables customers to search for their favorite programs and to change channels on a TV set from a computer via XfinityTV.com. The feature enables millions of customers with laptops or desktop computers to browse, search and find TV and On Demand content online and then select and watch it on their TVs or program their DVRs to record programs for later viewing. This feature also transforms any computer into a sophisticated remote control.

XfinityTV.com offers more than 150,000 online video choices and growing. The site also offers management tools that enable a more personalized experience such as a ‘Watchlist’ feature that helps keep track of TV shows and movies wherever they are playing – on TV, On Demand or online.
