<p>&#8220;The plan creates two new groups of customers and app developers &#8212; those who pay AT&amp;T extra for the privilege of being exempt from the cap and those who don&#8217;t,&#8221; Feld continued. &#8221;We are disappointed that the FCC has ignored the two requests we have made for the agency to investigate the need for both wireless and landline broadband caps. There is still no rationale for why they are needed, what the network costs are, how they are imposed and how many customers are subject to them.&#8221;</p>
<p>AT&amp;T’s <a href="http://www.bgr.com/2012/02/14/att-declares-war-on-unlimited-data-users/">smartphone data policies</a> have been called into question lately following a new wave of subscriber complaints. Loyal customers who retained their unlimited data plans after AT&amp;T switched to a tiered system can continue to use an unlimited amount of data each month, but their data speeds are throttled — sometimes to nearly unusable speeds, according to a number of readers who have emailed BGR with tales of woe — if they are among the top 5% of data users in a billing period.</p>
<p>On a number of occasions, subscribers have seen their data speeds slowed after less than 2GB of usage in a single billing period. For the same $30 AT&amp;T is charging unlimited data plan holders each month, however, <a href="http://www.bgr.com/2012/02/15/att-on-data-throttling-blame-yourselves/">smartphone users on a tiered data plan can enjoy up to 3GB of full-speed data</a>.</p>
<p>&#8220;This is exactly the type of market manipulation we hoped the FCC’s Open Internet rules would prevent,&#8221; Feld added. &#8220;If the Commission does not believe it has the authority under those rules to investigate this practice, it should do so under its general authority over wireless services.&#8221;</p>

Once smartphone and tablet customers are on a plan, AT&amp;T keeps them informed of their usage levels by sending usage alerts as they consume data within their plan. For example, a smartphone customer with AT&amp;T DataPlus 300MB will receive a text message when they consume 65 percent of their data bucket, plus two additional alerts as they approach the 300MB provided with their plan.</p>

<p>With an extra 1GB of data vs. Verizon and AT&amp;T’s $50/5GB plans, Sprint customers subscribing to the new $49.99/6GB plan will be able to view approximately 6,667 additional Web pages, 2,000 more photos or 67 extra YouTube videos each month.<sup>1</sup></p>

<p>Operators that offer high-speed mobile broadband technology LTE are failing to deliver innovative pricing models, according to Ovum.</p>
<p>In a new report*, the independent telecoms analyst firm claims that there is a lack of new and innovative LTE (long term evolution) tariffs, which is a missed opportunity for operators given that LTE is a new service in the eyes of consumers.</p>
<p>Nicole McCormick, Ovum senior analyst and author of the report, commented: “We looked at the LTE pricing strategies of operators in Europe, Asia-Pacific, and theUS, and were disappointed with our findings.</p>
<p>“LTE provides operators with the opportunity to experiment with new and innovative pricing models, which allows them to find the best way of deriving revenues from the premium service.</p>
<p>“However, most operators have not grasped this opportunity. Instead, LTE tariffs in the regions Ovum analysed are dominated by unlimited offerings and large data buckets, which can be problematic.”</p>
<p>According to the report, unlimited data plans for LTE can present significant problems for operators, especially if they are accompanied by a lenient fair usage policy.</p>
<p>McCormick commented: “Operators should not offer unlimited LTE tariffs without some sort of deterrent as they could have an impact on the quality of the service given LTE’s data-intensive nature. However, we note that some leading operators –Verizon Wireless,SKTelecom, NTT DoCoMo and LG U+ – have steered clear of unlimited LTE offerings despite offering such packages in the 3G arena.”</p>
<p>The report also found that charging high premiums for LTE is unsustainable in the long-term due to competitive pressures in the industry and increased migration to 4G services. McCormick added: “Operators will need to be careful not to alienate high-end customers that have paid a premium for a fast, high-quality service by reducing LTE tariffs too quickly or drastically.”</p></blockquote>

Android enthusiast blog <em>Droid Life</em> on Monday reports that future Verizon subscribers will no longer have an unlimited smartphone data option starting July 7th. Instead, they will be forced to choose one of three tiered data options: 2GB for $30 per month, 5GB for $50 per month or 10GB for $80 per month. Those looking for tethering will have to add $20 to each of those plans, which works out to 4GB for $50 per month, 7GB for $70 per month or 12GB for $100 per month. Overages on any plan will run $10 per gigabyte. According to the report, Verizon will charge the same rates for 3G and 4G LTE data plans, so subscribers interested in newer 4G smartphones will not have to worry about paying a premium for data, as they might elsewhere — which is a good thing, considering these plans are already a bit pricey. Current Verizon customers will not be forced to switch to a new plan. BGR contacted Verizon for comment and while the company would not confirm the new plans or exact timing, a Verizon Wireless spokesperson did have this to say: &#8220;As we have stated previously, Verizon Wireless is making some minor changes to data plans including those for new smartphone customers. We will move to a more usage based model in July.&#8221;</p>
