Do All USB-C Ports Support Video?

Let's say you forgot your HDMI cable at home and needed to plug your device into a display. Suddenly, you remembered that USB-C supports video output. You can use any USB-C cable to mirror your laptop screen to a TV — right? Not necessarily. Not every USB-C port or cable supports video output. But let's back up a little bit: Why is that the case?
